Import Control System

The Netherlands has started using the Import Control System for the Entry procedure. The introduction of ICS in the European Union means that the first customs office of entry can exchange information with subsequent entry offices in other Member States before the goods enter the country by sea or air. Has a security risk concerning goods entering the European Union been identified, for instance? In that case the first office of entry can pass on this information to subsequent customs offices of entry in other EU member states.

The European Commission published Regulation (EC) no 273/2009 (OJ L 91) on 3 April 2009. This Regulation provides for the introduction of the Import Control System (ICS) in phases. 

In the final phase of ICS (starting on 1 January 2011) involves:

  • compulsory electronic submission of entry summary declarations (ENS) 
  • notification  alternative
  • risk analysis and selection of all goods on board the vehicle

(Regulation (EC) nr. 273/2009 was in effect until 31 December 2010)
