EMCS, the automated system for the transport of excisable goods with community status within the European Union (made in the EU or for which the import duties have been paid in the EU).
Excise Movement and Control System (EMCS)
EMCS is an automated system of the European Union. Customs uses this system to monitor the transport of excisable goods in the European Union. Information about the import stages of EMCS is given under this heading.
How does it work?
For EMCS you can use the secured section of www.belastingdienst.nl (only available in Dutch). The Tax and Customs Administration will create a file for you there for every transport of goods subject to excise duty suspension.
Which procedure applies to you?
Most important change: the electronic administrative document (e-AD) is replacing the paper administrative accompanying document (AGD).
Emergency procedure
For the transport of goods subject to excise duty suspension, the Excise Movement and Control System (EMCS) must be used from 1 January 2011.
