Electronic declarations

You must file the export declaration electronically, except in exceptional circumstances.

Working method for electronic declarations

Generally speaking, you will first have to enter the declaration into your computer system, after which  you can send the declaration electronically to Customs. You can also file other documents electronically. Customs then checks the data in your declaration and sends you an electronic notification regarding your declaration.

Example

The notification could, for example, state that you may export goods or that Customs wants to inspect the goods further.

To file declarations electronically, you must use an Electronic Data Interchange (EDI) message, which is an electronic message with a standard layout. This allows your computer system to communicate with the computer system of the Tax and Customs Administration.

Registering for electronic declaration

If you wish to file declarations electronically, please contact the National Customs Helpdesk first. The Helpdesk can assist you by:

  • sending you an information and registration package
  • referring you to particular contact persons within Customs

Software package for electronic declarations

You need the proper software package if you want to file declarations electronically. Depending on the type of package, you will also need a subscription to a network service.

Costs associated with electronic declarations

The costs associated with filing declarations electronically depend upon:

  • your software package
  • the type of declaration
  • the number of declarations

Authorisation for electronic declarations

You will need an Authorisation for electronic export declarations if you want to file declarations electronically. You can request this authorisation with the National Customs Helpdesk.

If you want to make use of simplified procedures, you will have to request a separate authorisation from Customs. Which authorisation you need depends on your situation and the type of declaration to be filed. Contact the customs office that is competent for your business. You can also request the authorisations from this office.

Electronic declarations test

You can test whether the electronic filing is working properly 
once you have:

  • received the authorisations
  • installed the software
  • taken out a subscription (if necessary) to a network service

As part of this test, you will need to send a trial declaration to Customs, which will subsequently be processed. If everything is functioning properly, you will be able to file declarations electronically.
