7 Bijlage 1. TIR-uitgevende en aansprakelijke organisaties
7.1 Organisaties behorende bij de IRU
In Nederland is de volgende organisatie bevoegd tot het afgeven van TIR carnets onder de TIR-Overeenkomst van 1975 (zoals bedoeld in artikel 1:3 Algemeen douanebesluit):
Transport en Logistiek Nederland (TLN) te Zoetermeer.
Deze garant stellende organisatie heeft de uitgifte van carnets TIR per 1 januari 2011 overgedragen aan:

TLN heeft zich ook aansprakelijk gesteld voor betaling van belastingen, boetes en andere bedragen die voorvloeien uit het
niet op regelmatige wijze zuiveren van TIR carnets die zijn afgegeven door in het buitenland gevestigde leden van de International
Road Transport Union (IRU). Deze leden zijn de volgende:

7.1.1 Organisaties behorende bij de AIT
Een andere organisatie in Nederland die bevoegd is tot het afgeven van TIR carnets is de Koninklijke Nederlandse Touristenbond
(ANWB) te 's-Gravenhage (zoals bedoeld in artikel 1:3 Algemeen douanebesluit). Deze organisatie heeft zich aansprakelijk gesteld voor de betaling van belastingen, boetes en andere bedragen die voortvloeien
uit het niet op regelmatige wijze zuiveren van TIR carnets die zijn afgegeven door leden van de Alliance Internationale de
Tourisme (AIT).
Lid van de AIT zijn (onder andere):

Touring Club de Belgique (Koninklijke Touring Club van België) te Brussel;

Japan Automobile Federation (JAF) te Tokyo;

Ustredni Automotklub CSSR (UAMK) te Praag;

Koninklijke Nederlandse Toeristenbond (ANWB) te 's-Gravenhage;
-
l'Automobile Club de France (ACF) te Parijs;
-
Touring Club de France te Parijs;
TIR-carnets die zijn afgegeven door de vermelde organisaties en waarop in rubriek 3 op het omslagvel IRU of AIT is gedrukt kunnen door douane-ambtenaren worden aanvaard. Dit geldt zowel voor het zogenaamde open als gesloten vervoer.
