This is a summary of the statutory obligations for the use of the EORI number in summary declarations, temporary storage declarations and customs declarations.

Explanation of references to letters in columns for EORI and for name, address and city

(a)

Mandatory if a person other than the person lodging the ENS/SAL/EXS is concerned.

(b)

In case of sea, inland waterway, or airway transport the EORI number or the third country unique identification number granted within the framework of a mutual recognition agreement, of the carrier shall be provided. It is not allowed to state the name, address and city.
For the other transport modalities; the EORI number or the third country unique identification number must be provided whenever this number is available to the person lodging the ENS/SAL.  If not available, the full name and the address of the carrier must be provided.

(c)

Provide if the person lodging the ENS/SAL/EXS does not have the EORI number.

(d)

In situations described in the following articles, the carrier's EORI number must be provided for electronic notification:

  • Article 185, Commission Implementing Regulation (EU) 2015/2447 (ENS registration notification)
  • Article 188, Commission Implementing Regulation (EU) 2015/2447 (ENS registration amendments notification)
  • Article 187(3), Commission Implementing Regulation (EU) 2015/2447 (no-load notification)

(e)

This box must be completed if the goods are transported while covered by a 'to order blank endorsed' transferable bill of lading. In this case, enter code 10600 (=details consignee unknown) in the consignee box.

(g)

An EORI number is mandatory, except for private individuals. In that case, please enter name, address and place of residence. If you have a sole proprietorship, your EORI number will consist of a customs number since 2022. You can only apply for this number by emailing to eori.aanvragen@douane.nl.

(i)

This information is mandatory:

  • in case of exports of agricultural goods with entitlement to refund
  • if the safety and security details must be included in the export declaration (see Annex 9 Commission Delegated Regulation with transitional provisions (EU) 2016/341, Appendix A). In note 3 of this appendix, it is pointed out that the declaration also must include the data from the column 'Exit Summary Declaration' of tables 1 and 2. (The Dutch declaration system is set up in a way that safety and security details must be provided in the declaration.)

(j)

In case of a diversion request, the person lodging the diversion request must have an EORI number upon entry.

(k)

If an EORI number or a third-country unique identification number recognised by the Union has been provided, it is mandatory to state this number. Has no EORI number or third-country unique identification number recognised by the Union been provided? Then you must state the name, address and city of the consignee. You do not need to complete this box if the consignee is not based in the EU or in a country participating in the Common transit procedure.
