New process Temporary Storage Declaration for holders of regular shipping service authorisations

Does your maritime company have an authorisation to operate a regular shipping service (RSS)? If so, from 1 October 2025 at the latest, your company will no longer be required to file a Temporary Storage Declaration (TSD) for Union goods unloaded in Dutch ports.

This date has changed because the transition date for the new TSD has been moved to 1 October 2025.

The obligation to declare for a TSD according to new system specifications in the Single Window for maritime and air (SW) requires you to fill in more data than before. This obligation will come into effect on 1 October 2025. For you, as a holder of a regular shipping service authorisation, the obligation to declare for the TSD for Union goods will cease from this date. You may stop filing a TSD for Union goods, as we have updated our policy.

Non-Union goods

Do you also transport non-Union goods within the EU? These goods are subject to the regular customs formalities that you must complete upon entry. The TSD obligation therefore still applies to non-Union goods. From 1 October 2025 at the latest, you need to file the TSD for non-Union goods according to the new system specifications.

Earlier filing according to new system specifications

Does your company file a TSD according to the new system specifications for the temporary storage of non-Union goods earlier than 1 October 2025? If so, you may stop submitting a TSD for Union goods from that earlier date.
