What are the BPM requirements for my delivery van?
Your delivery van must meet certain requirements for BPM (Private Motor Vehicle and Motorcycle Tax). If it does not, you will pay the rate for a passenger car. Your delivery van can be seen as a passenger car if you make changes to it, for example by putting a bench in the cargo space.
Below are the general BPM requirements for all delivery vans, and special rules for certain types of delivery vans.
General requirements for every a delivery van
- The delivery van is mainly made for transporting goods.
- The delivery van has a maxium permitted weight of 3,500 kg or less. This is the weight of the delivery van plus the maximum allowed load.
- The cargo space must have a fixed load floor that covers the whole length and width. The floor must be completely flat. It can have a small pattern if this makes the floor stronger.
- No seats are allowed in the cargo space.
For delivery vans designed to transport a person with a disability and their equipment, some of these rules can be different.
Specific requirements
Each type of delivery van has specific BPM rules about the size of the cargo space and the cabin. You can check the rules for your van by clicking the links.

Large delivery van (for example, a big delivery van or moving van)

Delivery van with double cabin (closed cargo space or open loading area)

Cabin
- Only 1 extra row of seats allowed
- Cabin height less than 130 cm
- Remaining cargo space must be at least twice as long as cabin length (measured from farthest point of steering wheel to partition)
Partition
- Rear wall of cabin, directly behind rear seat
- Full width and height of cabin
- May have one or more windows side by side, up to 40 cm high, not openable
- Must meet material and general partition requirements
Cargo area
- At least 150 cm long, at least 2/3 length the cargo space would have without extra seats.
- At least 40% of the cargo length must be in front of the rear axle.
- At least 130 cm high, over at least 20 cm width and 150 cm length.
Block (for closed cargo area)
- At least 150 cm long
- At least 20 cm wide
- At least 130 cm high
Side windows
One side window on the right side of the cargo space is allowed, any size.
Material and general requirements for partitions
The partition:
- must be attached firmly and cannot break loose
- must be completely flat
- must be made of opaque (not see-through) and shape-retaining material
- can be one piece or several parts attached firmly together
The partition may also have small ventilation openings or provisions needed for use or maintenance of the delivery van.
Explanation of 'block'
The word block means an imaginary box. The cargo space must fit a block with the size listed in the table. If the cargo space is too small, you can change it to fit the minimum size. When you change length or height, follow the minimum size exactly. When you change width, keep it as wide as possible. A roof extension of only 20 cm wide is not enough.
Explanation of side windows
If your delivery van has more side windows than allowed, you must remove the extra windows. Replace them with panels that:
- are made from one piece
- are made of opaque, shape-retaining material
- are not made of glass
- are fixed directly in to the window opening
- are attached fimly to the body by welding or special glue (not with screws, clips, or rubber seals)
If the cargo space has no side windows or only one window on the right side, you can put glass-look or real glass panels with an E-mark on the outside.
