Summary of the statutory obligation for the use of the EORI number

Statutory obligations

  • Following Annex 9, Appendix A, note 2 Commission Delegated Regulation with transitional provisions (EU) 2016/341, the entry summary declaration (ENS) must contain the data from the column 'Entry Summary Declaration' of tables 1 to 4. It provides the information necessary for risk analysis for safety and security purposes (Article 127(5) UCC).
  • Following Annex 9, Appendix A, note 2 Commission Delegated Regulation with transitional provisions (EU) 2016/341, the summary declaration for temporary storage (SAL) must contain the data from the column 'Entry Summary Declaration' of tables 1 to 4. It provides the information necessary for risk analysis for safety and security purposes (Article 145(1) UCC and Article 2:5(1) Algemene douaneregeling (Dutch General Customs Regulation).

List of persons involved with ENS/SAL – mandatory EORI number or name, address, place of residence

  • Person lodging the ENS/SAL
    An EORI number is mandatory.
  • Consignor
    Provide the consignor's EORI number. If no EORI number is known to the person lodging the ENS/SAL, please enter name, address and city.
    Addition: Only in the situations described in article 9(2) UCC and Article 5 Commission Delegated Regulation (EU) 2015/2446, a non-EU based economic operator must have an EORI number.
  • Person lodging the diversion request
    An EORI number is mandatory of the person submitting the diversion request.
  • Consignee
    If the consignee is not the person lodging the ENS/SAL, please provide the consignee’s EORI number.
    If no EORI number is known to the person lodging the ENS/SAL, please enter name, address and city.
  • Carrier
    If the carrier is not the person lodging the ENS/SAL, please provide the EORI number, or the third country unique identification number granted within the framework of a mutual recognition agreement.
    If the EORI-number or third country unique identification number is not available to the person lodging the ENS/SAL and there is no sea, inland waterway, or airway transport, please provide the name, address and city of the carrier.

    Please note!

    In situations described in the following articles, the carrier's EORI number must be provided for electronic notification:

    • Article 185, Commission Implementing Regulation (EU) 2015/2447 (ENS registration notification)
    • Article 188, Commission Implementing Regulation (EU) 2015/2447 (ENS registration amendments notification)
    • Article 187(3), Commission Implementing Regulation (EU) 2015/2447 (no-load notification)
  • Notify party
    Provide, where applicable, the EORI number of the person to be notified of the arrival of the goods upon entry.
    If no EORI number is known to the person lodging the ENS/SAL, please enter name, address and city.

    Please note!

    If the goods are transported while covered by a 'blank endorsed to order' transferable bill of lading and if the consignee box contains the code 10600 (=details consignee unknown), then the notify party must always be filled in.

Exit

Obligations

  • Following Annex 9, Appendix A Commission Delegated Regulation with transitional provisions (EU) 2016/341, the exit summary declaration (EXS) must contain the data from the column 'Entry Summary Declaration' of tables 1 and 2. It provides the information necessary for risk analysis for safety and security purposes (Article 263(4), 264 and 271(1) UCC and Article 328(1) Commission Implementing Commission Implementing Regulation (EU) 2015/2447).
  • Following Annex 9, Appendix A, note 3 Commission Delegated Regulation with transitional provisions (EU) 2016/341 the export declaration also must contain the data from the column 'Exit Summary Declaration' of tables 1 and 2. The Dutch declaration system is set up in a way that safety and security details must be provided in the declaration.

  • Consignor
    To be completed if the consignor is not the person lodging the EXS.
    Provide the consignor's EORI number.
    If no EORI number is known to the person lodging the EXS, please enter name, address and city.
    If the data required for an EXS has already been included in the customs declaration following Article 263(1) UCC and Annex 9 Commission Delegated Regulation with transitional provisions (EU) 2016/341, Appendix A, column 'Entry Summary Declaration' of tables 1 and 2, this data is equivalent to the 'Consignor/Exporter' of that customs declaration.
  • Person lodging the EXS
    An EORI number is mandatory.
  • Consignee
    Provide the consignee's EORI number.
    If no EORI number is known to the person lodging the EXS, please enter name, address and city.
    Addition: a non-EU based economic operator must have an EORI number only in the situations described in Article 9(2) UCC and Article 5 Commission Delegated Regulation (EU) 2015/2446).

Import (Inward processing, Temporary import, bonded warehousing, free zone) / Export (Re-export, outward processing) / Transport

Statutory obligation

Following Article 162 UCC, Annex 9, Appendices C1 and C2 Commission Delegated Regulation with transitional provisions (EU) 2016/341, Article 2:11 and Annex VI, Title II Algemene douaneregeling (Dutch General Customs Regulation), an EORI number must be provided in the following situations.

Import (inward processing, temporary importation, customs warehousing, free zone) (Article 162 UCC, Annex 9, Appendix C1, Title II C Commission Delegated Regulation with transitional provisions (EU) 2016/341, Article 2:11, Annex VI, Title II, Part C Algemene douaneregeling (Dutch General Customs Regulations))

  • Consignee (box 8)
    An EORI number is mandatory, except for private individuals. In that case, please enter name, address and place of residence. If you have a sole proprietorship, your EORI number will consist of a customs number since 2022. You can only apply for this number by emailing to eori.aanvragen@douane.nl.
  • Represented person (box 9)
    An EORI number is mandatory, except for private individuals. In that case, please enter name, address and place of residence. If you have a sole proprietorship, your EORI number will consist of a customs number since 2022. You can only apply for this number by emailing to eori.aanvragen@douane.nl.
  • Declarant (box 14)
    An EORI number is mandatory, except for private individuals. In that case, please enter name, address and place of residence. If you have a sole proprietorship, your EORI number will consist of a customs number since 2022. You can only apply for this number by emailing to eori.aanvragen@douane.nl.

Export (re-exports, outward processing) (Article 162 UCC, Annex 9, Appendix A, note 3, Appendix C1, Title II A Commission Delegated Regulation with transitional provisions (EU) 2016/341, Article 2:11 and Annex VI, Title II, Part A Algemene douaneregeling (Dutch General Customs Regulations))

Following Article 162 CCU, Annex 9, Appendix C1, Title II A Commission Delegated Regulation with transitional provisions (EU) 2016/341, Article 2:11 and Annex VI Algemene douaneregeling (Dutch General Customs Regulations), an EORI number must be included in the following situations. Moreover, following Annex 9, Appendix A, note 3 Commission Delegated Regulation with transitional provisions (EU) 2016/341, the export declaration must contain the data from the column 'Exit Summary Declaration' of tables 1 and 2. The Dutch declaration system is set up in a way that safety and security details must be provided in the declaration. For this reason, the exit section should be read in conjunction with the obligations applicable upon exit (except exports to NO/CH/AD/SM).

  • Consignor/exporter
    EORI number mandatory, unless private person.
    Private person? State name, address and city. If you have a sole proprietorship, your EORI number will consist of a customs number since 2022. You can only apply for this number by emailing to eori.aanvragen@douane.nl.
  • Consignee (box 8)
    Name, address and city are mandatory for agricultural goods qualifying for export refunds.
    (Please note! Annex 30a does require name, address and city/EORI number. Also see 'Exit')
  • Represented person (box 9)
    EORI number mandatory, unless private person.
    Private person? State name, address and place of residence. If you have a sole proprietorship, your EORI number will consist of a customs number since 2022. You can only apply for this number by emailing to eori.aanvragen@douane.nl.
  • Declarant (box 14)
    An EORI number is mandatory, except for private individuals. In that case, please enter name, address and place of residence. If you have a sole proprietorship, your EORI number will consist of a customs number since 2022. You can only apply for this number by emailing to eori.aanvragen@douane.nl.

Transit NCTS/Transit declaration (Article 162 UCC, Annex 9, Appendix C1, Title II A and B and Appendix C2 Commission Delegated Regulation with transitional provisions (EU) 2016/341, Article 2:11 and Annex VI, Part A and B, Algemene douaneregeling (Dutch General Customs Regulations))

  • Consignee (box 8)
    If an EORI number or a third-country unique identification number recognised by the Union has been provided, it is mandatory to state this number. Has no EORI number or third-country unique identification number recognised by the Union been provided? Then you must state the name, address and city of the consignee. You do not need to complete this box if the consignee is not based in the EU or in a country participating in the Common transit procedure.
  • Declarant (box 50)
    An EORI number is mandatory.
  • Authorised consignee (box 52)
    An EORI number is mandatory.
